Public Disclosure - Greater Accra Resilience and Integrated Development (GARID)

1.    The Government of Ghana (GoG) through the Ministry of Works and Housing (MWH) has received IBRD/IDA credit facility from the World Bank for investment in both structural works and non-structural services towards improving flood and solid waste management in the Greater Accra Metropolitan Area. The Ministry, in collaboration with the World Bank is currently preparing a project – The Greater Accra Resilience and Integrated Development (GARID) Project – to serve as the main framework through which goods, works and services will be delivered. The main objectives of the project are to; (i) strengthen flood and solid waste management; and (ii) improve the living conditions of the most vulnerable communities in the Odaw basin in Greater Accra Metropolitan Area.
2.    The project has four main components including Component 1: Drainage and flood management improvements within the Odaw Drainage Basin; Component 2: Improvements in solid waste management capacity including minimizing solid waste in waterways; Component 3:  Support to most vulnerable communities within the Odaw Drainage Basin to reduce their vulnerability and improve living conditions; and Component 4: Strengthening capacity for planning, coordination, monitoring and evaluation. The various components will be implemented using a Multi-Phased Approach with the first phase running for a period of five (5) years.
3.    The Project will be implemented jointly by the Ministry of Works and Housing (MWH), the Ministry of Sanitation and Water Resources (MSWR), the Ministry of Inner City and Zongo Development (MICZD) and the Ministry of Local Government and Rural Development (MLGRD).
4.    Implementation of the GARID Project will trigger the following World Bank Environment and Social Safeguards Policies:

  1. Environmental Assessment OP/BP 4.01
  2. Natural habitats OP/BP 4.04
  3. Physical Cultural Resources OP/BP 4.11
  4. Involuntary Resettlement OP/BP 4.12

5.    Based on the above policies, the GARID Project has prepared an Environmental and Social Management Framework (ESMF) and a Resettlement Policy Framework (RPF) both of which seek to provide guiding principles for assessment and management of environmental and social aspects of all project delivery processes and activities. Both documents will also help to systematically identify, predict and evaluate beneficial and adverse environmental and social impacts of sub-projects and other activities to be financed under the Project. The frameworks also set out mitigation, monitoring and institutional measures to be undertaken during implementation and operation of the project to eliminate, off set or reduce any potentially adverse environmental and social impacts.


6.    The Environmental and Social Management Framework (ESMF) and a Resettlement Policy Framework (RPF) are now being disclosed to the Public and can be found at the following offices:
